                        As in previous years the Company has agreed to the following attendance guidelines

            for the last day of work before the holiday break: 

                        This is to inform you of the CBU Attendance Policy for employees who leave work

            early the day before Christmas Break- Thursday, December 22, 2011. 

                        If an employee rings in at the start of the shift and is at work for at least four (4) hours

            and then leaves early, it will not be counted as a partial day absence for disciplinary purposes

            under the Attendance Policy.  All other absences will be counted as usual under the Attendance

            Policy.  Note: This does not apply to employees who are designated as essential maintenance

            personnel.  If you have any questions, please contact your HRG or Employee Relations.

Beginning January 1, 2012 the following changes will take effect regarding your Healthcare Plans: 

PHARMACY MANAGEMENT

Applies to all medical plans offered effective January 1, 2012. 

Prior Authorization - Updated

Certain dosages, quantities, and medications require preapproval by the service representative. Specific

drugs are reviewed by the service representative at the point of sale to determine if your prescription is

covered by the plan, clinically appropriate, and consistent with usage guidelines. The service

representative will apply standards based on FDA-approved labeling and clinical guidelines. The service representative will seek to ensure that you receive the most appropriate prescription for your condition by reviewing: 

Specialty Care Pharmacy

Specialty medications are typically injectable medications administered by the patient or a health care

professional, and they often require special handling. Newly prescribed medications may be purchased at any participating retail pharmacy up to (2) two times. After that, the plan will cover these prescriptions only if they are purchased through the service representative’s specialty care pharmacy. The specialty care pharmacy program will not apply to medications ordered and billed through a physician’s office. 

Mandatory Mail Order

Maintenance drugs purchased at a retail pharmacy are limited to the initial prescription plus two refills.

After that, the plan will cover these prescriptions only if they are purchased through the plan's mail-order pharmacy. The applicable mail-order copayments or coinsurance will apply. Beginning with the fourth time you purchase each maintenance drug at a retail pharmacy, you will pay the entire cost. 

 Q. How is the prescription drug program changing?

 

A. There are two changes to the prescription drug program beginning January 1, 2012.

• Employees and dependents taking a maintenance medication will be limited to three fills at a retail pharmacy. Thereafter maintenance drugs must be purchased through the mail order service program for continued coverage.

 

• A specialty care pharmacy will be implemented.

 

Current prescription drug copays will remain unchanged until January 1, 2014.

 

Q. What is the specialty care pharmacy?  

A. Medco's dedicated specialty pharmacy, Accredo, is staffed by therapy-specific teams that provide an enhanced level of personalized care to patients with special therapy needs. Specialty medications are often required to treat complex conditions such as cancer, growth hormone deficiency, hemophilia, hepatitis c, immune deficiency, multiple sclerosis and rheumatoid arthritis. Whether the medications are administered by a healthcare professional, self-injected or taken by mouth, specialty medications require an enhanced level of service not always available through a local pharmacy.

VETERAN’S DAY

            This is to inform you that any full day absence or leave early by any CBU employee on Veterans Day, Friday, November 11, 2011, will not be considered as absenteeism for purposes of disciplinary action under the CBU Attendance Policy.  However employees will be charged for a partial day absence if they are late for work. 

           As a reminder, employees represented by IAM are still required to call in their absences or tardies prior to the start of their shift in accordance with the Collective Bargaining Agreements.

On behalf of the men and women who work on the Boeing fighter aircraft production lines, I want to thank you for your approval on the House Resolution No. 4672.Our IAM 837 Members take great pride in building the F/A-18 Super Hornet.   

WHEREAS, Missouri has an extensive history of supporting our military and strengthening our nation; and  

            WHEREAS, our military personnel and their families receive peace of mind that they have the F/A-18E/F Super Hornet, which is the most capable, next-generation, multi-role strike fighter in combat today, ensuring their safety, protecting our nation, and securing peace around the world; and 

            WHEREAS, the F/A-18E/F Super Hornet is the most capable, multi-role strike fighter in production today and will continue to provide air superiority to the United States and its allies for the next generation; and 

            WHEREAS, over 24,000 retirees and over 15,000 hardworking employees in Missouri contribute to the success of programs like F/A-18E/F; and 

            WHEREAS, in 2010, $764 million of materials were purchased from 969 Missouri suppliers for programs such as the F/A-18E/F, further contributing to the sustainability of Missouri jobs and substantial economic impact in Missouri; and 

            WHEREAS, the United States invested into a multi-year procurement of F/A-18EF Super Hornet aircraft in 2010, which will continue through 2014 and will save the taxpayers over $818 million; and  

            WHEREAS, every F/A-18E/F aircraft has been delivered to our military on time and at cost, providing the only capable and affordable multi-strike fighter today; and 

            WHEREAS, limiting the production of the F/A-18E/F program would increase costs of the only affordable multi-strike fighter flying in combat today, effectuating adverse economic impact to Missouri: 

            NOW THEREFORE BE IT RESOLVED that we, the members of the Missouri House of Representatives, Ninety-sixth General Assembly, hereby urge the United States Congress to recognize the importance of the F/A-18E/F Super Hornet program to the State of Missouri, our military, and our national security, and to support the continued production and full funding of the F/A-18E/F program; and 

            BE IT FURTHER RESOLVED that the Chief Clerk of the Missouri House of Representatives be instructed to prepare properly inscribed copies of the resolution for the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives, and each member of the Missouri Congressional delegation.

            On Monday, September 5, 2011, the St. Louis Labor Council will again be hosting the Annual Labor Day Parade in downtown St. Louis. As in previous years, we are participating in the event with a float depicting our products and a float carrying members through the parade. Additionally, we will have several motorcycles and vehicles carrying our members along the route. 

This year’s lineup will have us will have us starting out on 20th Street between Olive and Locust.  Members should arrive by 7:00 A. M. the parade itself will begin at 8:30 A. M. The Local Lodges and District approved the purchase of T-Shirts for those attending the Parade. Each member and any family member with you will be given a T-Shirt for marching or riding in the event. Sizes will be first come – first served but in past years everyone received the size they needed.

Dear Brothers and Sisters of Boeing,

St. Clair Agreement 

One year ago, Boeing announced it was opening a new off-site manufacturing facility at the Mid America Airport in Mascoutah, Illinois. From the beginning I have worked diligently with Boeing in an attempt to secure an agreement that recognizes any work transferred to the site from St. Louis or anywhere else would be covered under our current contract. Let me be clear – Boeing is under no obligation to do so. It could very easily establish the site as non-union labor and force District 837 to compete with other unions to organize the workers and then negotiate a separate contract that represents the workers at that site. 

During our discussions, Boeing suggested to voluntarily recognize District 837 as the sole and exclusive bargaining agent for the employees at the new site, but insisted on drastically changed work rules that were unacceptable and I refused to agree with. Last week Boeing presented me with a final option – either agree to recognize the St. Clair Manufacturing site as an “off-site” location described in our contract or Boeing will proceed as a non-union manufacturing facility. I chose to sign an agreement that does recognize the St. Clair site as an “off-site” location covered by our Collective Bargaining Agreement. This means that all provisions of our contract, ie; wages, benefits, work rules, job descriptions, grievance procedures, etc. will apply to employees at the St. Clair site. This also means that as an off-site location, seniority will be as described in our contract under Article XI SENIORITY, Section 22. In addition, this agreement gives District 837 Membership the strength to bargain over all aspects of the new site during future contract negotiations. I urge every member to attend your local union meetings and I will address all questions and concerns you may have regarding the agreement. Boeing has stated it is not moving anymore St Louis work to the St. Clair Facility. The company is now in the process of moving the F-15 Verticals to Building 101 from Israel and has plans to bring additional F-18 work to St. Louis.      

Staff Changes

Two years ago during cost-cutting moves by our International, District 837 lost a Business Representative position. I am pleased to announce that I have recently received approval from our International to add the position back to your District 837 Staff. 

Effective September 1, 2011, Brother Earl Schuessler will be recalled to his former position as a District 837 Business Representative.  Brother Ron Evola will fill Earl’s vacant Plant Chairman Position. Your District Delegate Body unanimously approved both assignments.

Dear Brothers and Sisters of Boeing: 

As you may or may not know, IAM members employed at GKN have petitioned the International President to charter a Local Lodge specifically for IAM members at GKN. 

During the IAM National Staff Conference held this week in Toronto, Canada the Executive Council met and approved the chartering of two new Local Lodges; Local Lodge 387 and Local Lodge 738.  Both of these new Local Lodges will fall under the jurisdiction of District Lodge 837.  

Effective July 1, 2011 all GKN members of Local Lodge 837A and 837B will be transferred to Local Lodge 387, and all RTI Tradco members of Local Lodge 837B will be transferred to Local Lodge 738.  

The chartering of two new Local Lodges will necessitate nominations and elections.  This will occur as soon as this can be reasonably brought about.  

Additionally, a proportionate amount of assets from Local Lodge 837A and Local Lodge 837B will be transferred to Local Lodge 387 to establish operating capital in order for the Local Lodge to fully function.

Midwest Territory Chief of Staff Rod Hoffman has been assigned to provide necessary assistance during this transition period; i.e., the drafting of Bylaws.   

Grand Lodge Auditor Rick Fischer has also been assigned to assist in the transition; i.e., transferring the proportionate amount of assets to Local Lodge 387.   

All current IAM members working at Boeing will remain in their respective Local Lodge, being either Lodge 837A or Lodge 837B.  Any vacancy of elected officers will be filled in accordance with your Local and District Bylaws. 

Please be informed that a special meeting will be held on June 26th at 9:00 a.m. at the District Lodge 837 Hall for all IAM members working at Boeing to answer all questions regarding this transition.

BOEING ST. CLAIR UPDATE 

Dear Boeing Brothers and Sisters, 

Last week we met with the members working in St. Clair, Illinois, as well toured the facility. They are enjoying their new work environment and the opportunity to work closer to home.  We are happy to report that all is going well during these early stages since the facility opened in January 2011. 

Approximately 15 current District 837 employees work at the St. Clair Plant on F-18 LEFT’S and TEFT’S and three (3) C-17 Bulkheads.  By the end of 2011 employment should increase to approximately 75 to 100 employees with this current work and the additional work of the Chinook Helicopter, which has begun to arrive.  By mid-2012, production of the Chinook should be up to full rate, five (5) assemblies per month. 

As the facility grows, other classifications will be offered the opportunity to transfer to the St. Clair Facility.  Production Control functions such as Opening, Whipping and Closing of planning books is currently performed in the St. Louis Facility by Union Production Control employees for the St. Clair Plant. In a recent meeting, myself, Business Representative Steve McDerman, Plant Chairman Keith Stratmann, Shop Steward Art Knecht and Boeing Vice President Steve Jacques, discussed the addition of other classifications. The company has assured the Union that once there is 40 hours of work a week for Production Control, they will move a full time Production Material Coordinator to the St. Clair Facility. 

With regard to tooling, Boeing St. Louis Tooling employees are currently installing the tools at the St. Clair location.  Since the facility is being leased, the airport performs building maintenance.   

There is 6,000 square feet still available in the leased building for which Boeing is currently bidding on work to fill that space.  New work to fill this space would result in additional District 837 members and increased job security. The future plan is that we will secure even more new work, possibly tanker work, resulting in the building of a new Boeing facility instead of the currently leased facility, and the creation of new jobs for District 837 Members.

Dear Boeing Brothers and Sisters,

C-17 UPDATE 

I have spoken with the Company in regard to the recent news of the C-17 schedule.  I have been told that there is no plan for any District 837 Member to be laid off.  At this time they feel that with attrition and the movement of employees, in addition to work coming in, that it will not affect the bargaining unit.  The Company will update us of any change in plans and we will work with them to make sure our members stay employed.  

BOEING - ST. CLAIR  

The F-18 LEFS and TEFS and C-17 Bulk Head Tooling will start moving today.  As there are many rumors out there, please keep the hall informed so that we can validate whether they are true or not.  As production grows, other classifications will be asked to voluntarily transfer to the new facility.  This will mean job security for all if Boeing St. Clair is a success. 

RTI TRADCO 

The Negotiation Team spent last week at the International Training Facility in preparation for negotiations that begin this Thursday, January 27th.  Please be patient with return phone calls, but our cell phones will be on at all times.  We will be in and out of negotiations through February 19th.   

SNOW DAY 

After speaking with the company, they agreed to authorize an “O” day for January 20th.  No attendance points for being late or leaving early will be given, and call in rule has been waived.  The original communication from the company indicated that there would be no plant shutdown, however due to attendance rates that morning the company verbally told the union that they would offer an “O” day to 1st shift employees.  When the memo came out from the company on Friday, it indicated that 2nd and 3rd shift employees were offered the same option.  We appreciate the company’s willingness to offer the “O” day, but apologize for the miscommunication.  We simply conveyed what we were told verbally, but will make sure that future communications are received in writing.

Dear Brothers and Sisters, 

Happy New Year to every member, I am hopeful everyone had a wonderful Christmas and was able to enjoy their time spent with family and loved ones.  

I would like to take this time to provide some positive information during these tough economic times.

During the calendar year 2010 around 90 of our fellow Union Brothers and Sisters were able to enjoy the benefits of retirement. We wish them all the best of health during these golden years.  

Additionally, in the past 3 years Boeing has hired nearly 400 new union employees. This can be attributed to the hard work each and every member provided towards securing additional contracts for all the products we build. The District is very encouraged employment growth will continue in 2011 with the expansion of work at the Illinois facility.  

A couple of contract changes took effect on January 1, 2011:

·         VIP contribution changed for employees hired after January 1, 2005, the Company will now match 50% of the 1st 8%.

·         Basic Life and ADD increased to $35,000 for all union employees. 

Also this year:

·         You will receive a 3% general wage increase on June 24.

·         $0.50 wage progression increases will be on the first Friday of the first full pay period in January and July.

·         As of November 2010 PPSP was at 1.24. Data for December is not yet available. Typically PPSP is paid with the second pay period in February.  

Please remember our brothers and sisters at RTI as we begin their negotiations for their second contract. Their first contract expires on February 19th. A strike sanction vote will be held on Saturday, January 8. They will vote on a new contract February, 19th.

Recently, Boeing incorrectly posted for job openings at its new facility in Illinois as Non-Union Assembler A/B.  The Company finally removed the posting and has re-posted the job openings as Union, Assembly Mechanic.  The Job Posting Requisition number is- 10-1021327. 

Additionally, to clarify employees hired as Assembly Mechanics will continue to be listed on the current seniority list regardless if they are assigned to Mascoutah, Illinois or St. Louis facility.

CARPAL TUNNEL STUDY 

Dear Boeing Brothers and Sisters,

 

    The District, Boeing, and Washington University are inviting some of our new members to participate in a carpal tunnel study.  Our new members are especially important because of the type of work we do at Boeing. The District will be hosting this study at our “A” Lodge Meeting, November 13th, 10:00 A.M.  Additionally, if this will be your first meeting, as a new hire, you will be introduced to the members and receive a Union t-shirt. We believe this study is in the best interest of our members and their families.

 

Participation Details: If enrolled, you will be asked to complete three parts of the protocol:

 

1)      Baseline Evaluation (first visit): This consists of a nerve conduction test, a brief physical exam of your arms and hands, and a short questionnaire. The evaluation takes about 1 hour and you will be compensated with a $50.00 gift card from Schnucks, Lowes, Home Depot, or Target (you also have the option of undergoing a 2nd nerve conduction test for an additional $30 gift card).

2)      Annual questionnaires (follow-up): Washington University will mail questionnaires to you for the next 3-4 years. You will receive a $20 gift card for each questionnaire you complete.

3)      Repeat Evaluation (follow-up): In about 3 years, you will be asked to return for an evaluation similar to the baseline evaluation. You will receive a $60 gift card for completing this.  

 

Eligibility: You are NOT eligible if you have any of the following:

 

o   Previously been told by a doctor that you have carpal tunnel syndrome

o   Surgery for carpal tunnel syndrome

o   Have a peripheral neuropathy (nerve disease)

o   Have an internal heart defibrillator or pace maker

 

Approval and Confidentiality:  Both Boeing and the Union have approved this study.  Your employment status will not be affected by your participation and any information Washington University receives from you is kept private. Your results will not be shared with Boeing, the Union, or anyone else without your written consent. The results will not be a part of your medical records.

JOB POSTINGS FOR BOEING ILLINOIS LOCATION

Dear Brothers and Sisters, 

The Union and Boeing have been in discussions about the start-up of assembly operations at its new site located at the Mid America Airport in Mascoutah, Illinois. Initially, some work will be moved from St. Louis to Illinois and then new work will be brought from other locations to St. Louis and Illinois over several phases. Both locations are expected to grow rapidly and create hundreds of new jobs. 

Currently the Company needs employees from the Assembly Labor Grade to perform the assembly work moving from St. Louis to the Illinois site. As new work is brought in and different skills are needed the Company will post internal openings for the classifications specific to the work requirements. The Boeing Company announced yesterday that it was expanding its St. Louis Operations by opening a new manufacturing facility at Mid America Airport in Illinois.  I have met with the Company Leadership to discuss the future plans for the increase in production operations.  We are working well together and I am pleased that Boeing has chosen to invest in the future of the St. Louis region and the employment base here. 

            In addition to the support from Local and State politicians, the hard work, dedication and expertise of District 837 members helped convince Boeing that we build and deliver quality products better than anyone.

            Your Negotiating Team began meeting as a committee on Monday, March 15, 2010, going through all your comment sheets from the two surveys and reviewing contract language in order to prepare and to present to the company contract proposals where we need change.  I want to thank everyone who participated in filling out the surveys, as this input provides the Negotiating Team with the necessary information towards determining what you the members are looking for in this round of Negotiations. 

            The Negotiating Committee will commence Sub-Committee Meetings, comprised of language and Job Specifications, on Monday, April 12, 2010, with the Company.  These Sub-Committees will meet, with the intention to resolve as many non-economic proposals as possible before Main Table Negotiations. 

            I regrettably received a resignation letter prior to the start of Negotiations from Brother Terry Walls (B-Lodge Negotiator).  I want to sincerely thank Brother Walls for the commitment he showed to the Union in the last two rounds of Negotiations. 

            Per the Bylaws, I have replaced Brother Walls with B-Lodge Member Don Lummus, a Flight Ramp Mechanic and Shop Steward from Bldg. 75.  Don will be a great addition to the Negotiating Team. 

            As we progress into the negotiations process you will be receiving Speedfacts more frequently informing you of any Tentative Agreements and where we are at within the process.

SAFETY AWARENESS

Dear Boeing Brothers and Sisters, 

Everyone should be keenly aware the District strongly believes it is in the best interest of all members and their families to promote workplace health and safety practices on the job. This is further expressed in Article XIII, Section 1, of our Collective Bargaining Agreement which states: 

“It is the desire of both parties to this Agreement to communicate and maintain high standards of occupational safety and health in the plants of the Company. Both parties are committed to achieving a safe work environment consistent with an injury-free workplace, and to eliminate, as far as possible, industrial accidents and illnesses. The parties further recognize that efforts directed to achieve a safe and healthy workplace must represent shared responsibility and encourage the involvement of all employees.” 

As some of our members may be aware, the Company recently initiated a voluntary program called Peer to Peer (P2P). While this is strictly a voluntary program, I would like to take this time to encourage our membership to participate. The safety of our Brothers and Sisters is of a great concern for all of us and P2P could be an avenue to help reduce our member’s exposure to workplace injuries.

VETERAN’S DAY 

Dear Sisters and Brothers of Boeing: 

            As a result of the 2007 Contract Negotiations, you will once again be able to take a Mini Day, a Sick Day, or an “O” Day for Veterans Day, Wednesday, November 11, 2009, to attend ceremonies and spend time with family and friends. The absence will not be charged against your attendance if you are absent the entire day or if you arrive at work on time and leave early. You will be charged for arriving at work late. 

            Whatever your choice, please take the time to reflect for a moment on the ultimate sacrifices paid by the brave men and women of our Armed Forces. If you know someone at your church or in your community who may be struggling because their spouse or family member is away from home serving our country, offer to help with childcare, household chores, mow the lawn or pay a utility bill. Take the time to write a letter to a soldier or visit your local VFW hall to honor those who have served. 

            All District 837 members should be very proud of the products they build that support our men and women in the Armed Forces. Dear Brothers and Sisters,

             Everyone should be keenly aware that Secretary of Defense Robert Gates has indicated he will terminate the C-17 GlobeMaster III Program and reduce the number of F/A-18 Super-Hornets in the 2010 Defense Budget.

             You also realize what a negative impact this will have on our members, our community, and our nation. Each and every one of you know these aircraft represent the best of the best.

             The C-17 has provided countless life-saving missions since it was first introduced to the fleet. In times of peace or global tragedy, the GlobeMaster has provided humanitarian relief across the country and around the world. In times of war and conflict this aircraft has delivered troops and supplies to our families and friends who have voluntarily gone into harm’s way.

             The C-17 represents an operation success story with the highest reliability and mission capable rate of any airlift aircraft in the world. Thanks to you, it also represents a unique acquisition success story in that deliveries have been made ahead of schedule for the past ten years. The program has received numerous awards, including the prestigious Collier Trophy.

            If Congressional leaders do not act to restore funding to the C-17 in 2010, the line will shut down in 2011. This could impact 462 jobs right here in the Bi-State region.

             The F/A-18 is just as important to our members, our community, and our nation. Secretary Gates indicated the DoD would procure just 31 of these jets in FY2010 with no indication of future year procurement or talk of the highly successful multi-year funding that reduces the cost to tax-payers.

             The U. S. Navy is facing a shortfall of 200 tactical aircraft and the Super-Hornet is the only clear choice in ensuring our aircraft carriers have the air superiority needed to sustain combat around the globe.

             Without a clear commitment to full rate production with multi-year intent, 840 IAMAW jobs could be impacted in the near future.

             I know everyone working on these programs is proud of the product you build and the service they perform in supplying and protecting our troops around the world. I know the record of these planes should be testimony itself to the need to continue building these jets well into the next decade.

             What I don’t know is why the Secretary of Defense feels it necessary to cut veteran programs that have shown their worth when billions and billions are being tossed over the Hill to bailout poorly run financial institutions that do little to create jobs.  

            The District cannot sit idly by and let our members, our military, and our nation suffer the losses associated with Secretary Gates’ decision. Your District Leadership is making this issue our number one priority.  

            You will soon be asked to sign letters of support for these two very important programs. When asked, we hope you will read the letters and sign the petitions. When the Union Legislative Committee visits Capitol Hill next week, they will be seeking the full support of every congressperson to restoring the C-17 production funding and increase the F/A-18 funding to allow for full rate production for multiple years.

Dear Boeing Brothers and Sisters, 

            The Company has informed the Union that Pinkerton Security has begun to shoot radar on Boeing property after a rash of near misses recently.  Employees who are ticketed will receive a verbal warning for a first non-moving violation and a CAM for a first moving violation.   The Union is always concerned with the safety of our members. I urge all members to observe the posted parking signs and drive safely.

            I’m sure everyone has heard the news about the Defense Department’s plans to end the production of the C-17.  I spoke with Jon VanGels and was told it will not have an effect on our members until the middle of 2010.  In May, we have a Delegation of Machinists traveling to Washington D.C. to lobby for (15) fifteen more C-17’s to be included in the 2009 Supplement Spending Bill.

After discussions with the Company, Boeing has announced the following changes to the attendance policy: 

Tuesday, December 23, 2008 

·         Employees must be on time and work a minimum of four (4) hours of the shift and they will not be charged for leaving early. 

Friday, January 2, 2008 

·         Employees will not be charged for a full or partial day absence.

·         Employees may take a vacation day, sick day or an “O” day.

·         There will be no percentage limitation or advance notification requirement. 

During the Holiday break, live checks will be mailed out Monday, December 29, 2008, and direct deposited checks will be deposited on Wednesday, December 31, 2008.

The below is the Boeing change in attendance policy for the upcoming Christmas break as their Labor Relations department is implementing. If you have any questions, talk to your Steward or HR: 

This is to inform you of changes to the CBU Attendance Policy for

Wednesday, December 23, 2008, the day before the Christmas holidays, and, Friday, January 2, 2009, the first day back to work from the Christmas/New Year holidays. 

December 23, 2008 - If an employee rings in at the start of their shift and remains at work for at least four (4) hours but then leaves early, it will not be counted as a partial day absence for disciplinary purposes under the Attendance Policy.  All other absences will be counted as usual under the Attendance Policy.

January 2, 2009 - Management has decided to encourage employees to take off an additional day of work on Friday, January 2, 2009 and return to work from the holiday break on Monday, January 5, 2009. 

Supervision should advise employees to take advantage of the opportunity to stay home on Friday, January 2 and return to work on Monday, January 5, 2009.  Full or partial day absences on January 2, 2009 will not be considered an absence for purposes of disciplinary action under the CBU attendance policy.  Employees may take a vacation or sick day (if they have one available under the Collective Bargaining Agreement) or an "O" day (OEMPSTAB - NOPAY).  There will be no vacation percentage limitation or advanced notification requirement.  This exception applies to Friday, January 2, 2009 only and applies equally to all three shifts.

            I have just signed a Letter of Understanding with the Company relating to the Boeing Savings Plans Contribution Limit Increase.

             Beginning January 1, 2009, employees eligible to participate in the Boeing Company Voluntary Investment Plan (VIP) will be eligible to contribute up to 25% percent of their base pay to their Retirement Savings Plan; this is up from the current 20% percent.

             Employee contributions to the Boeing Savings Plan may come from pre-tax dollars, after – tax dollars or combination of the two.  The Internal Revenue Service (IRS) rules, which limit the maximum annual contribution amounts to the Boeing Savings Plan, will still apply.

LABOR DAY PARADE

            This coming Monday, September 1, 2008, the St. Louis Labor Council will again be hosting the annual Labor Day Parade in downtown St. Louis.  The District will be participating and would love to see the membership join in!   

            Our position for line-up this year will be located around Olive and 16th Street.  The float should be parked at 7:00 A.M. with participants beginning to gather then.  The parade starts at 9:00 A.M.  The District Delegates approved purchasing T-shirts with our logo and the parade theme that will be made available to members and their family marching or riding in the parade.  Sizes will be first come – first serve but most years everyone’s needs are taken care of.  (See map on back of Speed facts).

 The Composites Assembly Training classes will take place at GKN Aerospace within the next few weeks.  They will start with day classes and will add night classes.  The night classes will accommodate those candidates who work full time during the day.  These classes will be for six weeks, five days per week, four hours per day.

    Dear Sisters and Brothers of Boeing, GKN Aerospace and RTI Tradco,

                 The recent levy collapse in the Winfield Missouri Area has left local residents and members in desperate need of donations and supplies. When tragedy strikes our community, the District always looks for ways to help. The Winfield/Foley Fire Protection District is organizing the collection of donations that will be used in helping the area recover from the flooding.

                 During the Lodge Meetings this weekend the District will be collecting supplies to take to the Winfield/Foley Firefighters. If you can donate any of the following types of items, please do. (You can drop off any donated items at the Union Hall through next Friday, July 18, 2008 during our normal business hours of 8:00 A.M. to 5:00 P.M.)

                We are pleased to learn the GAO ruled in Boeing’s favor on their appeal of the USAF Tanker decision made earlier this year.  Your letters to your Congressional Representatives will be more important now than they ever have been.  The GAO decision does not have the teeth to force re-opening the bid nor have the ability to deny use of your tax dollars to pump up the European economies.  If the United States Air Force does not step up and do the right thing, your letters will ensure your Representatives and Senators that they MUST act to overturn the decision entirely.

                At the June 2008 District Delegate Meeting the delegates approved action to liquidate all the office furniture that has collected over the years and is no longer in use.  While there is not a lot of excess furniture, you may find something you are looking for.  These items will be available for members to view and purchase between the hours of 2:00 p.m. – 4:00 p.m. only on June 16, 18 and 20th.  The price is $10.00 per item and payment must be made by cash or check, which can be made out to District #837.  All remaining items not purchased by June 20, 2008 will be disposed of.  Sales are “ as is” on a first come first served basis.  

                Members should know we are nearing the end of Period 6 of the Share Value Trust.  Everyone should verify their current mailing address is correct in their Total Access.  Until Period 6 ends on June 30, 2008 there is NO assurance of any pay out.  More details of how employees will receive any potential distribution will follow in July.

    Dear Sisters and Brothers of Boeing, GKN Aerospace & RTI Tradco, 

                The results of the election last Saturday for District Lodge 837 President Directing Business Representative can be viewed at www.iam837.org.  Now that the election is final I am required by District Bylaws to fill any vacancy that occurs in office for the rest of the unexpired term. 

                After discussion with the Staff, I have taken the following actions: 

    ·        Selected current elected Business Representative, Steve McDerman to serve as Assistant Directing Business Representative effective immediately. 

    ·        With approval of the District Delegate body appointed Plant Chairman, Earl Schuessler to fill the Business Representative vacancy, effective Monday, April 14, 2008. 

    ·        With approval of the District Delegate body appointed Shop Steward Ron Evola to fill the Plant Chairman vacancy, effective Friday, April 11, 2008 on second (2nd) shift. 

    ·        Plant Chairman Roger Smith will transfer to first (1st) shift effective Friday, April 11, 2008.

     This weekend, members of both Lodge ‘A’ and Lodge ‘B’ will be nominating members to serve as delegates to the IAM Grand Lodge Convention.  Meetings will be Saturday, April 12, 2008 at 10:00 a.m. for Lodge ‘A’ and Sunday, April 13, 2008 at 2:00 p.m. for Lodge ‘B’.  I encourage every member to attend and take an active part in what is sure to shape the future of this great Union.

    Dear Sisters and Brothers of Boeing, 

                On January 14, 2008, the Department of Defense issued a news release of the proposed sale of 900 Joint Direct Attack Munitions (JDAM) to Saudi Arabia.  If this sale is approved, Saudi has expressed interest in additional F-15 fighters, which would extend the production line.  However, there are a number of lawmakers who oppose this sale and are trying to prevent it. 

                Please take the time to contact your Congressmen and Senators and ask them to support the sale of JDAM and F-15 Fighters to Saudi Arabia.  We have provided a link on the District web site at: www.iam837.org to send an email letter or you can print a copy to send by mail.  Ask your family and friends to do the same.     As a member of the International Association of Machinists and Aerospace Workers,  I am writing to ask your support for the sale of the Joint Direct Attack Munitions (JDAM) to Saudi Arabia.  This sale will help to ensure the viability of the American defense industrial base and provide jobs to thousands of IAM members across the U.S., as a JDAM sale will likely lead to a Saudi F-15 Fighter jet sale. 

    It is important to note that the current F-15 Jet Fighter line at the Boeing facility in St. Louis, MO will be winding down production as the current international orders end.

     Shutting down production of the F-15 line would be felt nationwide by the thousands of suppliers and contractors who constitute the backbone of our aerospace manufacturing base. 

    U.S. sales of critical defense systems to key allies have been vital to sustaining our nation’s manufacturing base.  Saudi Arabia has in the past bought U.S. made F-15’s, and if this sale goes through they would likely purchase additional aircraft. 

    Please support the effort to preserve American jobs and our defense industrial base by supporting the sale of JDAM’s and F-15 fighters to Saudi Arabia.  I look forward to your response.

                Also, I expressed outrage last Friday to Labor Relations when I learned several members did not receive their live paycheck in the mail on Thursday as they had agreed.  The vendor Boeing uses to process paychecks has been instructed to pre-sort the checks before mailing to expedite the post office handling and ensure the proper delivery date.  In the future, please notify your Shop Steward and/or Plant Chairman immediately in the event you do not receive your paycheck on Thursday payday.

                                        Support Striking Workers against Valley Ford

    Members of Automotive Local 777 and Teamsters Local 618 went out on strike against Valley Ford on November 1, 2007. 

    The reasons for this strike were the unreasonable concessions demanded by the company including but not limited to:

    q       Gut paychecks (a 10% cut for current employees, a 25% cut in base pay for new employees)

    q       Kill their current pension and replace it with a nickel donation to the company’s 401K plan

    q       Destroy their current family-protecting health plan and force them into a much lesser plan (with the employee being forced to pay up to $540 of the cost monthly)

    q       Cut tool allowance by 30% 

    The importance of winning this strike is the fact that the outcome of this strike could possibly affect all future contract negotiations in this area especially the automotive shops. 

    As we enter the 3rd month of the strike, we are requesting your support of these striking members by volunteering to walk picket duty to relieve these members so that we may continue to keep the pressure on the Valley Ford.

                                                                TANKER  DEAL 

    Dear Sisters and Brothers of Boeing, GKN and RTI Tradco, 

                Outrage continues to grow over the U.S. Air Force decision to award a $40 billion Aerial Refueling Tanker Contract to European Company EADS a contract which could eventually be worth $60 billion.  Appearing on CNN’s Lou Dobb’s tonight, IAM President Tom Buffenbarger ripped into the Air Force’s decision. 

                “How we could turn over the crown jewel of support of our nation’s Air Force to foreign manufacturers is beyond me,” said Buffenbarger.  “We’re going to take this on tooth and nail and get the decision overturned.  We’re going to see that America gets what it deserves in the form of economic justice and fairness for American workers.” 

                The AFL-CIO Executive Council, meanwhile, called on Congress to “defund” the contract, as well as conduct a full investigation into the circumstances under which the contract was awarded to a foreign contractor. 

                The House Appropriations Defense Subcommittee also held a hearing, beginning a formal inquiry into the contract, “I personally consider our Aerial Refueling Program to be a major weapons system that is essential to our national security,” said the committee’s Chairman, John P. Murtha (D-PA).  “I think it’s imperative that the Air Force explain to this committee its decision to award a major U.S. weapons system to a foreign company.” 

                Boeing’s KC-767 tanker would be built with over 85 percent domestic U.S. content and would support more than 44,000 U.S. jobs and 300 contractors in over forty states.  The tanker competition was mandated in 2003, allowing a heavily subsidized European manufacturer, EADS to bid against Boeing, a U.S. firm that received no subsidies.  Boeing had filed a protest with the Government Accountability Office. 

                The decision does not impact the jobs of District #837 members directly, but in addition to several other reasons, I am concerned that it opens the door for our government to outsource other military manufacturing work like the fighters we produce. 

                I met with KSDK (Local Channel 5) yesterday to express these concerns and issued a press release to all local media outlets.  I strongly urge every member to voice your outrage by contacting your elected officials.  We have provided links on the District Website, www.iam837.org, for you to easily deliver an email message to your Congressional Representatives.  You can also view my press release. 

                This issue is not about Republican or Democrat, Union or Non-Union- it is about what is right for the taxpayer dollars and Aerospace Manufacturing jobs of America’s working families.  I will keep you informed about the Districts actions as they develop.

    Machinists Speak Out on Recent
    USAF Tanker Deal
     

    The Machinists Union is opposed to the awarding of the USAF Tanker deal to a foreign company as it is not the best decision for the U. S. economy, will not create the 44,000 jobs in the U. S. that Boeing would have created, and poses a potential threat to our nation and its military, while further eroding the U. S. manufacturing base by allowing foreign governments to continue subsidizing aerospace work.

     It’s Tankers today; will it be fighters tomorrow? 

    Issue One: The U. S. economy will not realize the gain of 44,000 high paying jobs by allowing foreign companies to build the next generation tanker. Our economy cannot afford to lose that type of boost.

    §        Boeing estimates that 44,000 jobs would be created across the United States if they were the supplier of the next generation tanker. With our current economy in the tailspin it is in, we need these jobs to keep America economically strong.

    §        EADS has promised around 1,500 jobs in Alabama. This was done to appease some Congressmen but will not have a large impact across the U.S. (Yesterday, Northrop revised that figure to 48,000 jobs across the U. S. making us wonder where the extra jobs came from.)

    §        It is American tax dollars being used to procure this tanker but we will be sending our tax dollars overseas, pumping up European economies, while Americans continue to lose out. We owe the American people the respect to use their money to assist in the American Economic recovery first. 

    Issue Two:  The security of the United States and our men and women in uniform are compromised by allowing foreign companies to build the products used to defend our freedoms. It’s tankers today, will it be fighters tomorrow?

    §        In the event of war or conflict where any of the countries involved in the EADS deal are involved, we are not guaranteed continued production of promised but un-delivered aircraft or spare parts that would be crucial in keeping the tankers functional.

    §        Our military depends on inter-service dependability. Boeing consistently upgrades or modifies their products to achieve this goal whenever possible. Foreign companies may not be cleared to have access to the latest technologies and delays in obtaining that approval may delay our military from having the best of the best to save American lives.

    §        During a not to distant conflict in the Middle East, our supply of military parts from a nation involved in that conflict delayed delivery of contracted parts. Any nation involved in a war will take care of their own needs first. We need our military production to take place in the United States for this purpose.

     Issue Three: Foreign governments subsidize EADS, allowing for an unfair competitive advantage over U. S. aerospace companies and U. S. congressmen are investigating what they call “shady practices” inside the European aerospace community. Americans cannot compete without a level playing field.

    §        The World Trade Organization currently has a complaint over the unfair state-funded subsidies European nations give their aerospace companies. The U. S. companies cannot compete with this type unfair practice.

    §        Senator Pat Murray is collecting information on Airbus’s “checkered past” and “shady dealings” when it comes to securing contracts from the U.S.

    §        American Aerospace workers are the most productive and efficient workforce in the world, but if they are not allowed to compete on a level playing field, they do not stand a chance of securing new work.

    Dear Sisters and Brothers of Boeing, 

                Last week, I attended a one-day Boeing Summit at our International Headquarters in Maryland.  Along with the Presidents of other IAM Districts, the IAM Coordinator, Mark Blondin, and International President, Tom Buffenbarger, we met with the Boeing Executives and Management Leaders from each business unit.  The following comments were made by Boeing CEO, Jim McNerney, and IDS President, Jim Albaugh, during this informative Summit. 

                They suggested there would be a stable workforce for District Lodge 837 Union Members well into the next decade.  Saudi is looking at more F15’s in the near future. They said, you have reduced the cost of the F-18 planes to under $50 million and that will help secure a mid multi year sale to the United States.  The C-17 has tremendous support in Congress and believes it can be extended four or five more years.  They plan to “warp” it into a heavy lift airplane to secure even more sales.  It would be the only one of it’s kind.

                Boeing stated that they are determined to be the bomber company of choice for the military and have partnered with Lockheed Martin to develop the next generation long range bombers.

                 Finally, we had a lot of discussion about our plan to pool 700,000 of our IAM members from Boeing and Lockheed Martin and others to create an industry wide healthcare plan to reduce the cost for our members and the companies.  Boeing was receptive and joined the IAM Committee already formed to move the idea forward. You will hear more about this as plans are cleared.

    Union Dues 

    Dear Sisters and Brothers of Boeing & GKN, 

                There have been numerous calls to the District Officers with questions concerning the proposed dues structure changes that may be voted on at this year’s IAM Grand Lodge Convention. 

                I want to take a moment to ensure all our members understand the way Constitutional Changes work within the IAM. First, the District has no influence over the decisions made by the elected Local Lodge Delegates attending the Convention. Convention Delegates are elected at the Local Lodge level. This is in accordance with Article II, Section 3 of the Constitution stating that “At a meeting of each Local Lodge in April of convention year, a nomination of Delegates and Alternate Delegates shall be held by all Local Lodges. At a meeting of each Local Lodge in May of convention year, an election of Delegates and Alternate Delegates by secret ballot shall be held by all Local Lodges….” Some members are confusing the duties and responsibilities of the District with those of the Local Lodge Convention Delegates. I hope this clarifies some of the misconceptions going around that the District Staff is attempting to change your dues structure. The only way your dues structure can be changed is if the Local Lodge Convention Delegates from across the United States and Canada approve any proposals made at the 2008 Grand Lodge Convention held this September.

                 Setting this aside, I can report to you that the International Law Committee is currently considering making a proposal to change the dues structure. Attempts to change the dues structure have occurred at past conventions, however; I believe the last actual change was made in 1974. We have heard the International is considering the adoption of a 2% dues based on your 40-hour workweek. What we do not know is exactly what their final proposal will be. Having attended several conventions as a Local Lodge Delegate, I have seen dozens of proposals reviewed, modified, or even rejected between the beginning of the Convention and the end. 

                I would encourage each of you to attend your Local Lodge Meetings in the coming months and engage your Lodge Leadership in discussions concerning the dues structure. When Lodge Delegates are elected, I strongly encourage you to let them know how you feel as they will be your voice at the 2008 Grand Lodge Convention.

     Dear Boeing Sisters and Brothers, 

                The “snow” day announced by Boeing last week created some problems for some members.  We want you to know if you see inclement weather prior to leaving your house, you can call 1-800-899-6431 for the Boeing hotline.  But remember, the company can use the hotline, or a radio announcement at KMOX Radio, or a message on KMOX’s website at least 2 hours before start of shift.  Please realize it can be any one of the three. 

                The PPSP for 2007 will be one week’s pay and should be on your 2nd paycheck in February.  If you have any problems receiving this pay, please contact your Manager and Shop Steward right away. 

                Don’t forget, you will be receiving a $2500.00 bonus due in May.  The Share Value Trust (Negotiated in 2007) should be paid out in July of this year.  As our members were excluded from the prior Share Value Trust to May 2007, we will be pro-rated for this payout.

    Dear Brothers and Sisters, 

    With deep sorrow and a heavy heart I must report to the membership that our Brother and President Directing Business Representative, Rick Smith, passed away on the morning of January 18, 2008.

    Rick was a proud union member for 41 years and served the District 837 membership as President since 1998. He was and always will be admired for his conviction and dedication to organized labor and his devotion to our members which never wavered. He will be greatly missed by everyone. 

    The Smith family has requested that any memorial contributions be made to the Guide Dogs of America – St Louis Chapter.
