Dear Brothers and Sisters,

             Everyone should be keenly aware that Secretary of Defense Robert Gates has indicated he will terminate the C-17 GlobeMaster III Program and reduce the number of F/A-18 Super-Hornets in the 2010 Defense Budget.

             You also realize what a negative impact this will have on our members, our community, and our nation. Each and every one of you know these aircraft represent the best of the best.

             The C-17 has provided countless life-saving missions since it was first introduced to the fleet. In times of peace or global tragedy, the GlobeMaster has provided humanitarian relief across the country and around the world. In times of war and conflict this aircraft has delivered troops and supplies to our families and friends who have voluntarily gone into harm’s way.

             The C-17 represents an operation success story with the highest reliability and mission capable rate of any airlift aircraft in the world. Thanks to you, it also represents a unique acquisition success story in that deliveries have been made ahead of schedule for the past ten years. The program has received numerous awards, including the prestigious Collier Trophy.

            If Congressional leaders do not act to restore funding to the C-17 in 2010, the line will shut down in 2011. This could impact 462 jobs right here in the Bi-State region.

             The F/A-18 is just as important to our members, our community, and our nation. Secretary Gates indicated the DoD would procure just 31 of these jets in FY2010 with no indication of future year procurement or talk of the highly successful multi-year funding that reduces the cost to tax-payers.

             The U. S. Navy is facing a shortfall of 200 tactical aircraft and the Super-Hornet is the only clear choice in ensuring our aircraft carriers have the air superiority needed to sustain combat around the globe.

             Without a clear commitment to full rate production with multi-year intent, 840 IAMAW jobs could be impacted in the near future.

             I know everyone working on these programs is proud of the product you build and the service they perform in supplying and protecting our troops around the world. I know the record of these planes should be testimony itself to the need to continue building these jets well into the next decade.

             What I don’t know is why the Secretary of Defense feels it necessary to cut veteran programs that have shown their worth when billions and billions are being tossed over the Hill to bailout poorly run financial institutions that do little to create jobs.  

            The District cannot sit idly by and let our members, our military, and our nation suffer the losses associated with Secretary Gates’ decision. Your District Leadership is making this issue our number one priority.  

            You will soon be asked to sign letters of support for these two very important programs. When asked, we hope you will read the letters and sign the petitions. When the Union Legislative Committee visits Capitol Hill next week, they will be seeking the full support of every congressperson to restoring the C-17 production funding and increase the F/A-18 funding to allow for full rate production for multiple years.

Dear Sisters and Brothers at GKN, 

                We are getting a lot of calls concerning the medical, dental, and vision weekly contributions and how those weekly contributions are being shown on your pay stubs from GKN.

The Company is changing the way your medical, dental, and vision weekly contributions are shown as deductions on your pay stubs.  Let me assure you, you are NOT paying more than the contract mandates you to pay.  Any increase in weekly contributions this year, does NOT exceed 12% of the Company’s cost for your premium.  Note:  Not all member pay stubs are showing this new reporting structure yet, but soon will.

                The change that is taking place is that the Company now has separate line items on your pay stub for medical, dental, and vision weekly contributions.  In the past, all three weekly contributions were shown as “medical”.

                The old enrollment forms put all the weekly contributions cost in the medical line and showed “No Charge” for dental and vision.  The new forms will have the costs separated.

                This change is causing a lot of confusion with the membership since it was not properly explained prior to showing up on your check stub.   The Company has shown the new weekly contributions do not exceed the maximum change allowed but each individual is encouraged to check the math from their own stubs to be sure their weekly contribution  is correct.

                To check the amount of change, a member needs to look at the 2008 pay stub and note the amount of weekly contributions deducted in the medical line.  Next, look at your most recent pay stub and ADD the lines for medical, dental, and vision weekly contributions.  The total of these three lines should NOT exceed 12% of the Company’s cost for your premium.  If you believe your cost is incorrect, please call your HR Rep.

                The District apologizes for any confusion the Company’s change in reporting has caused.

                Additionally, the Contract did not show the improvements made in the dental and vision plans for the PPO.  Those improvements ARE part of your new contract.  You should be able to receive the dental and vision improvements regardless of what medical plan you participate in.

                Your Plant Chairmen and Shop Stewards should be able to answer any questions you may still have regarding these two issues.  Please talk to them if you still need assistance understanding what changes took place.

Dear GKN Brothers and Sisters,

            I’m sure everyone has heard the news about the Defense Departments plans to end production of the F-22.  I have spoke to GKN and was told there will be no effect on our member for the near future.  In May, we have a Delegation of Machinists traveling to Washington D.C. to lobby for continued funding for the F-22 production. 

                         MACHINISTS DENOUNCE F-22 FUNDING CUT 

IAM leaders promptly denounced this week’s decision by U.S. Defense Secretary Robert Gates to end funding for the F-22, the next-generation fighter aircraft that would have assured U.S. air superiority for years to come.

“Not only is the decision to cut funding for the F-22 shortsighted militarily, but our economy can ill afford to disperse the thousands of aerospace jobs required to design, construct and maintain aircraft of this caliber,” said  IAM President Tom Buffenbarger.  “We simply cannot afford to cannibalize our national defense to repair damage caused by reckless financial institutions and greed-crazed corporate executives.” 

More than 2,000 Lockheed Martin workers, many represented by the IAM, assemble the F-22 Raptor at the company’s facility in Cobb County, Georgia.  In addition to jobs directly related to production and assembly, as many as 25,000 jobs nationwide are indirectly supported by the program. 

“The need for long-term air superiority is no less important than the need for short-term economic stimulus,” declared IAM Vice President Rich Michalski, who oversees the Union’s aerospace operations.  “The benefits of the F-22 program extend far beyond the aircraft itself.  It creates and supports thousands of good-paying jobs when we need them most, and nearly all technological advances in the commercial aviation sector have their genesis in taxpayer-supported military programs like the F-22.”

Dear Brothers and Sisters of GKN,

             I was notified on February 11, 2009 that GKN was going to reduce their number of employees in the Bonding Mechanic classification.  The employees being released from the Company’s payroll are all employees who had not yet met the probationary requirements in our contract.  Since they were not yet members they are not being “Laid-off”, simply not being extended an offer of permanent employment as IAM members.

             While there have been occasional employees at Boeing and GKN released before their probation expired, I have never seen the rejection of such a large number at once.  I am outraged at this loss of 17 potential members and the effect this will have on their lives and their families.  This is yet another example of management not knowing how to manage the simplest of tasks.

             I personally contacted Kevin Cummings, President-CEO, and requested the decision to not offer them full time employment to be reconsidered.

             I am hopeful Senior Management will take notice of the adverse and shameful way these 17 people were treated and change their policies on hiring so this never happens again.

Press Release: For Immediate Release January 11, 2009 2:00 PM

Machinist Reject Final Contract Offer from GKN – St. Louis and Authorize Strike

The International Association of Machinists and Aerospace Workers District 837 members employed at GKN Aerospace in St. Louis, MO rejected the company’s final contract offer by a vote of 243 to accept and 608 to reject. Immediately following the rejection, the District held a strike authorization vote which passed with 630 voting to strike and 207 voting not to strike.

The main issues of contention expressed by the members included the company’s change in overtime compensation, lack of health care benefits for members hired in after GKN purchased the facilities in 2001, and inadequate pension increases.

The District will notify the company of the decision by the membership and seek to re-enter negotiations with the company on January 12, 2009.

The outcome of the vote does NOT initiate a strike at this time. Many factors and options will be considered prior to the issuance of a seven day letter of intent to strike required before such strike actions would occur.

 Arriving members will sign in and receive two separate ballots. The meeting on the contract vote will start promptly at 11:00 a.m. . We will begin with a review of the proposed contract offer from the company and then hold open forum for questions from members.

CONTRACT VOTE

A call for ballots to be cast will follow and members will mark their first ballot to either accept or reject the contract offer. If 50% +1 of members present vote to approve the contract it is ratified and the meeting is adjourned. However, it is important for members to remain at the meeting until the ballots are counted, as a second vote MAY be required.

STRIKE VOTE

If the majority of members present vote to reject the contract offer a second vote will be taken to authorize strike actions. If the strike sanction vote does not reach a 2/3 approval, the contract will be ratified by default. If the strike sanction vote does reach the 2/3 approval, members are still required to report to work at their next scheduled shift. Strike activities cannot begin until the Union notifies the Company and complies with all legal and contractual obligations.

NOTE: Union dues must be paid current in order to be eligible for strike pay. For example: a member who is one month delinquent with their dues because they were absent from work the week dues were deducted. Members can contact District Secretary-Treasurer DeWitt Darity at 731-0603 ext. 5 with questions regarding the status of dues payments or they can speak with Brother Darity at the Contract vote on Sunday January 11, 2009.

Machinist Set to vote on Final Contract Offer From GKN – St. Louis

The International Association of Machinists and Aerospace Workers District 837 will conduct a contract ratification vote on Sunday, January, 11, 2009 at the Plumbers & Pipefitters Hall, Local 562 located at 12385 Larimore Road, St. Louis, MO 63138 just after 11:00 AM.

The 966 members received the proposed contract changes on Thursday, January 8, 2009 just hours after the company presented their final offer. Highlights of changes proposed include a 3% GWI in each of the next three years, a 12% cap on increased cost of the members medical insurance premiums, the addition of Martin Luther King Day as a paid holiday beginning in 2010, a move away from the traditional GKN defined pension plan to the IAM Pension Plan, changes in overtime pay requirements, and a move toward the High Performance Work Organization (HPWO) Partnership that will allow workers more say in their daily work experiences.

The proposal met with mixed emotion from many of the members. Most were happy the company’s non-standard workweek proposal was removed just hours before negotiations concluded, but remain very dissatisfied with the change in overtime pay computations in the final offer.

The members will cast ballots to accept or reject the final offer at Sunday’s meeting after hearing from the District Bargaining Committee. If accepted by 50% or more, the contract goes into effect at 12:01 AM January 12, 2009. If less than 50% vote to accept the offer, the District will hold a Strike Sanction vote immediately. Two-thirds of those in attendance must uphold the strike sanction in order to reject the contract.

District President and Chief Negotiator Gordon King will hold a press conference immediately following the last vote required that day.

Dear GKN Brothers and Sisters,

The Union Negotiating Team and the Company spent a long time at the table today. Below are the Company’s latest proposals:

q  The Company proposes increasing the healthcare contribution rates to 14%, 15% and 16% each year of the contract. The Union is holding strong at retaining the current 12% for all three years.  Other Union healthcare proposals still on the table include:

·         Improve EPO major dental from 50% to 70% covered.

·         Improve maximum annual dental benefit fro $1500 to $2000.

·         Improve orthodontia lifetime maximum benefit from 50% of $2000 to 50% of $2500.

·         Improve hearing aid allowance from $500 to $1000 every 2 years.

·         Increase eyeglass frame and contact lens allowance.

q  Company GWI proposal: 2.5% year 1, 2.25% year 2 and 3% year 3.

q  Company proposes freezing the current pension at $55 and going forward with the IAM pension at $70 in 1st year, $72 in 2nd year and 3rd year.

q  Company is only willing to guarantee no mandatory overtime on 6 holidays each year.

q  Company is willing to add MLK day as a paid holiday beginning in 2010 in exchange for no overtime pay until employees reach 40 compensated hours in a workweek.

q  Additionally, the Company has made the following proposal for a non-standard workweek:

Article 6; Section 3

“Requests by individuals for deviation from the set times based on hardship will be considered. If it becomes necessary to change the schedule of hours, except as set forth in Section 1 above, the Company shall retain the right to change these start times and shifts for business reasons. The Company agrees it will discuss changes with the Union.”

 

The Company still has not met the Union’s expectations and we remain far apart on many important issues. Time is running out for the Company to make an acceptable contract offer for our members. We plan on having the Companies final proposal in your hands Thursday sometime.

 

Note: All members’ current medical benefits will end immediately in the event of a work stoppage. COBRA medical coverage can then be purchased.  We will publish COBRA rates and contacts on the district web at www.iam837.org and will also have a Speed Fact on Thursday or Friday with the information.

 

Please keep in mind Brothers and Sisters, we are in continuous negotiations with the Company and whatever proposals on the table today can change tomorrow.

            Yesterday we met with the Company and exchanged counter proposals.  While there has been some movement it has been minor and we remain far apart on the issues important to our members such as GWIs, Pension and Healthcare.  We also informed the Company that the membership is not interested in their proposal for a non-standard workweek.  Currently the Company is reviewing our latest proposals and we are awaiting their response.

             With only days left to negotiate our goal is still to have a full contract proposal in your hands by Thursday some time so everyone can review it.  We will work around the clock if necessary.

A Loud and Clear Message

Dear GKN Brothers and Sisters,

            If the Company had any doubt that the GKN membership was not serious about obtaining a fair and equitable contract, then management clearly needs to reevaluate their position.  Yesterday, the membership sent a loud and clear message to the Company that they are solidly behind the Bargaining Committee and the current contract offer from the Company falls far short of meeting the members expectations. 

99.2% TELL Company TO GET Serious 

            99.2% of GKN members voted to sanction the use of strike action in the event a final contract proposal is rejected on January 11, 2009, and at least 66 2/3% then vote to strike.  The results from the vote held December 21, 2008, authorizes the District and International to begin preparation in the event such action is needed. 

            As the vote on the Company’s final contract offers nears on January 11, 2009, your Bargaining Committee will continue to work on negotiating the very best possible contract.  We are committed to providing everyone with a copy of all contract changes proposed, no later than January 8, 2009, to give you a chance to fully review its content before you vote.

Machinist Vote Overwhelming To Authorize Strike Actions At GKN Aerospace If Necessary

                On Sunday, December 21, 2008, more than 99.2% of the Machinist employed at GKN in Hazelwood, MO voted to give their Bargaining Committee the authority to strike the GKN Company if a fair and equitable contract can not be reached by its expiration on January 11, 2009.

                The vote came after a short meeting between the District Bargaining Committee and the membership. Amid whistles and applause from the crowd, Gordon King, 837’s President and Chief Negotiator, gave an update on where the District stands.

                “We have a long way to go if we are to avoid a strike in January,” King said during the meeting. “The Company admits there are problems in the plant and wants to work with us to avoid a work stoppage, but they have not addressed all your needs yet. Their position on healthcare costs needs to be improved, their position on pension benefits needs to improve, their position on wages needs to improve, and their position on how we can move forward together needs to improve.”

                The membership indicated their displeasure at the Company proposal on a non-standard work week but listened with interest at the Union’s counter-proposal. At stake are the working hours of the men and women fabricating, machining, and assembling thousands of high technology components that are used in our nation’s military aircraft. The 936 members of the Machinist Union made it clear they will not accept a change in working hours that would destroy their personal lives. Machinists have long held the line at 8 hour days five days a week and recall the stories of their predecessors fighting in the streets to secure a standard work week.

                The next step in the process will come on January 11, 2009 when the membership meets to review the Company’s final offer and vote to accept or reject that offer. The Bargaining Committee is striving to have a full disclosure of the offer in the membership’s hands by January 8, 2009.

After several weeks of bargaining the Bargaining Committee is pleased with progress made on numerous proposals that retain current contract language or provide for minor improvements. We have now progressed into the economics of the negotiations process. The Company has made positive movement in some areas but in other areas we are still far apart. We passed the company revised economic proposals last night and will now wait for them to respond. Below is a snapshot comparison of the current negotiations status.

SIGN UP FOR STRIKE DUTIES 

Dear Brothers & Sisters at GKN, 

            The expiration of the current contract is rapidly approaching. Your Bargaining Committee has completed the non-economic portion of Negotiations, and started the economic portion Monday, December 8, 2008.

            While it is still too early to tell how the final proposal will look, we are preparing for the worst. It takes many weeks of preparation to ensure that the picket lines are properly staffed, the various committees (Security, Check-in,…) are identified, and everyone knows the procedures that will be used in the event that the Company forces us to reject the contract proposal. The Strike Committee is responsible for ensuring these activities are coordinated and in place.

            To that end, the District needs each of you to complete the bottom portion of this SpeedFacts and return it to your Shop Steward as quickly as possible. The information you provide will be used to update your home address and phone numbers and to begin the process of assigning picket duties. Per your IAM Constitution, members are required to work strike duties during a strike in order to receive International or District Strike Pay. The District has determined that a 4-hour picket duty one time a week will adequately man the gates where pickets will go up. In the form below, please complete all lines and indicate your first and second choice for picket duty. The assignment of duties will be on a first-come first-served basis so get this form back to your Steward right away. The duty roster will then be created. Once a particular day/time is filled, that slot will be closed and we will attempt to give you your second choice. If your first and second choice slots are filled, we will try to assign a time similar to the one you requested. When the picket roster is completed, the Shop Stewards will be given the information to take back to the members as notification of your particular duties.

Strike Sanction Meeting on Sunday, December 21, 2008

Dear Sisters and Brothers of GKN: 

When is the Strike Sanction Meeting?
The strike sanction vote will be on Sunday, December 21, 2008 at the Plumbers & Pipefitters Hall, Local 562 located at 12385 Larimore Road, St. Louis, MO
  63138.  Doors will open at 10:00 a.m. Meeting begins promptly at 11:00 a.m.

Do we get excused from work to attend the Strike Sanction Meeting?
There will be no mandatory overtime for first shift employees only on December 21, 2008.
 

Can members bring family to the Strike Sanction Meeting?
No – This meeting is only for the active working members of District 837 employed at GKN.
  Retirees, family members or friends will not be allowed in the auditorium.  Dues objectors or Agency Fee Payers will also not be allowed in the auditorium, as they have forfeited their right to vote on Strike Sanction and Contract Ratification votes.  

Where can I park?
There is plenty of free parking.
  There will be guards at the gate.  Just tell them that you are there for the I.A.M. Meeting. 

How do I get a ballot?
Members will receive a ballot before entering the auditorium by presenting a photo. (Drivers License, State Approved I.D. or GKN Badge) or Dues Card (does not have to be stamped up to date).
  Only members authorized by the I.A.M. Constitution and Bylaws will be seated and authorized to vote. 

What will be on the ballot and who counts them?
You will vote either YES or NO to grant the Negotiating Committee Strike Sanction Authority.
  Union Stewards, Safety Committee and members will count the ballots immediately after the meeting in full view of the membership. 

Does a yes vote mean a strike can be called?
No. This meeting is not the final “Strike Vote”.
When you vote on December 21, 2008, you have not seen the proposal.  The initial Strike Sanction Meeting on December 21, 2008 is a show of solidarity and support to the negotiators.  It is also required by the IAM Constitution to start the process of preparing strike checks in the event a work stoppage occurs.  A strong showing at the Strike Sanction Meeting sends a message to the Company that you are serious and you deserve a fair and equitable contract.  The only way a strike can be called depends solely on the decisions of the members at the Contract Vote on January 11, 2009.  Members will first vote to accept or reject the final contract offer after they have had time to review it.  If the majority of the members vote to accept the contract, there will be no strike.  However, if the majority of the members vote to reject the contract we will immediately hold a second vote called Strike Authorization Vote.  Unlike the Contract Vote, at least two thirds (66 2/3%) must vote to authorize a strike in the second vote or there will be no strike.

Is a high Strike Sanction Vote an indication a strike is likely to occur?
Again, a high Strike Sanction Vote on December 21, 2008, indicates the membership is solid behind Union Leadership.
  Attendance at this meeting is the single most important thing every member can do to demonstrate to GKN that you are serious about getting a good contract.

Dear GKN Brothers and Sisters,

To this point in the negotiation process the Union and the Company have tentatively agreed to numerous items. Many were “no change” but some highlights are: 

·         (New) Successorship language – in the unlikely event GKN sells the business the new company must negotiate comparable benefits.

·         Subcontracting language – improved language to include training opportunities be provided for other work within the plant and the Company must provide detailed information for the Union to keep work.

·         Increased recall rights from 36 to 48 months.

·         Obtained greater flexibility for Union Stewards to distribute Speedfacts.

·         Added language to the Machinist job specifications to include a procedure for disputing workloads.

·         Retained the 40-day probationary period for new hires. Company had proposed 50 days.

·         Retained 120 hour written layoff notice. Company had proposed 3 days.

·         Retained current drug testing process. Company had proposed to eliminate 3rd strike and had wanted to drug test for every work related injury.

·         Still having dialogue on the implementation of HPWO. Company is resisting. 

Yesterday the Union exchanged economic proposals with the Company. Some lowlights are:  

·         They propose to freeze the current pension rate.

·         Propose no General Wage Increase.

·         Propose significant increases to our share of the healthcare costs. 

Clearly, the Company’s economic proposal is far below expectation and there is a long way to go.

Dear Sisters and Brothers of GKN, 

            Your Bargaining Committee began meeting with GKN last week to hammer out a new contract for our members. 

            Anytime the company and Union reach an agreement on a section or article, both parties sign a “tentative agreement” letter or T/A.  This usually means the item will not be re-visited and the committee will move on to other issues. 

            This week we began Main Table discussions.  General Vice-President, Phil Gruber addressed the Company on Tuesday morning and made it clear to them that our members have the full resources and support of our International President. 

            In the following days, the Main Table will continue to meet every day to discuss other proposals.  Counter-proposals may be passed from either side.  When the Main Table reaches an agreement on any proposal or counter we will again sign a tentative agreement.  The objective is to make a tentative agreement on most of the non-economic items before we begin exchanging economic proposals next week.  We currently have signed dozens of Tentative Agreements on existing contract language. 

            Your Bargaining Committee is working diligently to negotiate the best possible contract for our members.  We are prepared to meet every day for as long as it takes between now and the end of this contract in an attempt to secure a new contract offer from the Company.  The Bargaining process must address the concerns of our members and recognize your contributions in making GKN successful. 

            It is extremely important for every member to attend the Strike Sanction Vote on Sunday, December 21, 2008 at the Pipefitters Hall, 12385 Larimore, St. Louis, Missouri 63138.  Doors will open at 10:00 A.M. and the meeting will start promptly at 11:00 A.M.  A strong turnout will send a message to the Company that this contract is IMPORTANT TO YOU.

            Contract shirts will be available by the middle of next week at a minimal cost of $5.00 and distributed immediately.

LABOR DAY PARADE

            This coming Monday, September 1, 2008, the St. Louis Labor Council will again be hosting the annual Labor Day Parade in downtown St. Louis.  The District will be participating and would love to see the membership join in!   

            Our position for line-up this year will be located around Olive and 16th Street.  The float should be parked at 7:00 A.M. with participants beginning to gather then.  The parade starts at 9:00 A.M.  The District Delegates approved purchasing T-shirts with our logo and the parade theme that will be made available to members and their family marching or riding in the parade.  Sizes will be first come – first serve but most years everyone’s needs are taken care of.  (See map on back of Speed facts).

    Dear Sisters and Brothers of GKN Aerospace,

    We have received a few questions about the Company’s decision to hire new employees through its contract with Volt Technical Services. So you know, the Company has the right to decide the process it uses to hire new employees.

    However, the Company must adhere to contractual obligations at the time it hires any employee to perform collective bargaining work. These obligations are the same regardless of the hiring process or if the employee’s wages are paid through a third-party. As in the past, the Company can terminate employees during their 40-day probationary period. Following probation, new employees are subject to the union security clause in our contract as a condition of employment. Currently, GKN has hired 5 employees through Volt and anticipates up to approximately another 20 employees by the end of the year.

    In addition, GKN is hiring up to approximately another 30 additional employees off the street by the end of the year and is rolling out a new process for hiring individuals who are interested in becoming Bonding Mechanics.

    The candidate will need to tell them they are interested in a position at GKN.  They will evaluate the candidate to determine if they meet their criteria.  If so, they will be scheduled for a series of assessments.  They must pass the first one in order to be given successive assessments.

    If the candidate successfully passes the class, a validation interview will be completed.  Once the candidate has successfully passed all steps, a background screen will be completed.  If everything is acceptable, an offer will be made contingent on passing a company physical and hair follicle drug screen. The Composites Assembly Training classes will take place at GKN Aerospace within the next few weeks. 

    They will start with day classes and will add night classes.  The night classes will accommodate those candidates who work full time during the day.  These classes will be for six weeks, five days per week, four hours per day.

                                        FLOOD DISASTER ASSISTANCE

    Dear Sisters and Brothers of Boeing, GKN Aerospace and RTI Tradco,

                 The recent levy collapse in the Winfield Missouri Area has left local residents and members in desperate need of donations and supplies. When tragedy strikes our community, the District always looks for ways to help. The Winfield/Foley Fire Protection District is organizing the collection of donations that will be used in helping the area recover from the flooding.

                 During the Lodge Meetings this weekend the District will be collecting supplies to take to the Winfield/Foley Firefighters. If you can donate any of the following types of items, please do. (You can drop off any donated items at the Union Hall through next Friday, July 18, 2008 during our normal business hours of 8:00 A.M. to 5:00 P.M.)

                 The type of items needed most are:

                At the June 2008 District Delegate Meeting the delegates approved action to liquidate all the office furniture that has collected over the years and is no longer in use.  While there is not a lot of excess furniture, you may find something you are looking for.  These items will be available for members to view and purchase between the hours of 2:00 p.m. – 4:00 p.m. only on June 16, 18 and 20th.  The price is $10.00 per item and payment must be made by cash or check, which can be made out to District #837.  All remaining items not purchased by June 20, 2008 will be disposed of.  Sales are “ as is” on a first come first served basis.  

                As a reminder there are a few remaining Team openings for our Annual Guide Dogs of America/Joe Vogler Memorial Golf Tournament, Saturday, June 21, 2008 at Incline Village Golf Course.  Please contact the Union Hall to reserve your team.

    Dear Sisters and Brothers of GKN, 

                By now, everyone should have received his or her survey on Healthcare issues.  If not, copies are available from you Union Shop Steward.  I urge each of you to complete the survey and return them back in as soon as possible.  Your responses will be used to set goals and agenda as we begin the contract negotiations this fall. 

                On April 22, 2008 the Union notified the Company that we were immediately withdrawing from the previous agreement/understanding on In-plant Workshops because of the actions of some in management.  A new agreement negotiated on May 2, 2008 includes the following guidelines: 

    • Non-Bargaining Unit Personnel will be allowed to assist CBU employees in conducting manual tasks associated with the rearrangement of shop floor areas and associated cleanup activities due to lean activities.
    • Follow-up painting activities related to subject lean activities would be performed by CBU employees from within the work cell.  Such painting activities will be of ordinary nature (i.e. painting of lines and general area sprucing up and not to include major painting projects or efforts.)  The Company, however, reserves the ability to allow third parties to perform follow-up lean associated painting activities should it realize an unintended result not meeting expectations.
    • At no time during work rearrangement activities should Non-Bargaining Unit personnel out number CBU employees.
    • It is agreed that the Shop Steward of the area involved will be invited to the initial meeting of the proposed workshop.  An open invitation will also be extended to the IAMAW Chairmen.
    • Both parties will review this agreement after 30 days.  Identified problems will be addressed to correct the situation.
    • This agreement shall remain in effect for the duration of the current Collective Bargaining Agreement dated January 9, 2006.

    Please notify your Shop Steward of any problems or concern you may have because of lean workshops.

                The results of the election last Saturday for District Lodge 837 President Directing Business Representative can be viewed at www.iam837.org.  Now that the election is final I am required by District Bylaws to fill any vacancy that occurs in office for the rest of the unexpired term. 

                After discussion with the Staff, I have taken the following actions:

    Support Striking Workers against Valley Ford

    Members of Automotive Local 777 and Teamsters Local 618 went out on strike against Valley Ford on November 1, 2007. 

    The reasons for this strike were the unreasonable concessions demanded by the company including but not limited to:

    q       Gut paychecks (a 10% cut for current employees, a 25% cut in base pay for new employees)

    q       Kill their current pension and replace it with a nickel donation to the company’s 401K plan

    q       Destroy their current family-protecting health plan and force them into a much lesser plan (with the employee being forced to pay up to $540 of the cost monthly)

    q       Cut tool allowance by 30% 

    The importance of winning this strike is the fact that the outcome of this strike could possibly affect all future contract negotiations in this area especially the automotive shops. 

    As we enter the 3rd month of the strike, we are requesting your support of these striking members by volunteering to walk picket duty to relieve these members so that we may continue to keep the pressure on the Valley Ford.

                                                                TANKER  DEAL 

    Dear Sisters and Brothers of Boeing, GKN and RTI Tradco, 

                Outrage continues to grow over the U.S. Air Force decision to award a $40 billion Aerial Refueling Tanker Contract to European Company EADS a contract which could eventually be worth $60 billion.  Appearing on CNN’s Lou Dobb’s tonight, IAM President Tom Buffenbarger ripped into the Air Force’s decision. 

                “How we could turn over the crown jewel of support of our nation’s Air Force to foreign manufacturers is beyond me,” said Buffenbarger.  “We’re going to take this on tooth and nail and get the decision overturned.  We’re going to see that America gets what it deserves in the form of economic justice and fairness for American workers.” 

                The AFL-CIO Executive Council, meanwhile, called on Congress to “defund” the contract, as well as conduct a full investigation into the circumstances under which the contract was awarded to a foreign contractor. 

                The House Appropriations Defense Subcommittee also held a hearing, beginning a formal inquiry into the contract, “I personally consider our Aerial Refueling Program to be a major weapons system that is essential to our national security,” said the committee’s Chairman, John P. Murtha (D-PA).  “I think it’s imperative that the Air Force explain to this committee its decision to award a major U.S. weapons system to a foreign company.” 

                Boeing’s KC-767 tanker would be built with over 85 percent domestic U.S. content and would support more than 44,000 U.S. jobs and 300 contractors in over forty states.  The tanker competition was mandated in 2003, allowing a heavily subsidized European manufacturer, EADS to bid against Boeing, a U.S. firm that received no subsidies.  Boeing had filed a protest with the Government Accountability Office. 

                The decision does not impact the jobs of District #837 members directly, but in addition to several other reasons, I am concerned that it opens the door for our government to outsource other military manufacturing work like the fighters we produce. 

                I met with KSDK (Local Channel 5) yesterday to express these concerns and issued a press release to all local media outlets.  I strongly urge every member to voice your outrage by contacting your elected officials.  We have provided links on the District Website, www.iam837.org, for you to easily deliver an email message to your Congressional Representatives.  You can also view my press release. 

                This issue is not about Republican or Democrat, Union or Non-Union- it is about what is right for the taxpayer dollars and Aerospace Manufacturing jobs of America’s working families.  I will keep you informed about the Districts actions as they develop.

    Machinists Speak Out on Recent
    USAF Tanker Deal
     

    The Machinists Union is opposed to the awarding of the USAF Tanker deal to a foreign company as it is not the best decision for the U. S. economy, will not create the 44,000 jobs in the U. S. that Boeing would have created, and poses a potential threat to our nation and its military, while further eroding the U. S. manufacturing base by allowing foreign governments to continue subsidizing aerospace work.

     It’s Tankers today; will it be fighters tomorrow? 

    Issue One: The U. S. economy will not realize the gain of 44,000 high paying jobs by allowing foreign companies to build the next generation tanker. Our economy cannot afford to lose that type of boost.

    §        Boeing estimates that 44,000 jobs would be created across the United States if they were the supplier of the next generation tanker. With our current economy in the tailspin it is in, we need these jobs to keep America economically strong.

    §        EADS has promised around 1,500 jobs in Alabama. This was done to appease some Congressmen but will not have a large impact across the U.S. (Yesterday, Northrop revised that figure to 48,000 jobs across the U. S. making us wonder where the extra jobs came from.)

    §        It is American tax dollars being used to procure this tanker but we will be sending our tax dollars overseas, pumping up European economies, while Americans continue to lose out. We owe the American people the respect to use their money to assist in the American Economic recovery first. 

    Issue Two:  The security of the United States and our men and women in uniform are compromised by allowing foreign companies to build the products used to defend our freedoms. It’s tankers today, will it be fighters tomorrow?

    §        In the event of war or conflict where any of the countries involved in the EADS deal are involved, we are not guaranteed continued production of promised but un-delivered aircraft or spare parts that would be crucial in keeping the tankers functional.

    §        Our military depends on inter-service dependability. Boeing consistently upgrades or modifies their products to achieve this goal whenever possible. Foreign companies may not be cleared to have access to the latest technologies and delays in obtaining that approval may delay our military from having the best of the best to save American lives.

    §        During a not to distant conflict in the Middle East, our supply of military parts from a nation involved in that conflict delayed delivery of contracted parts. Any nation involved in a war will take care of their own needs first. We need our military production to take place in the United States for this purpose.

     Issue Three: Foreign governments subsidize EADS, allowing for an unfair competitive advantage over U. S. aerospace companies and U. S. congressmen are investigating what they call “shady practices” inside the European aerospace community. Americans cannot compete without a level playing field.

    §        The World Trade Organization currently has a complaint over the unfair state-funded subsidies European nations give their aerospace companies. The U. S. companies cannot compete with this type unfair practice.

    §        Senator Pat Murray is collecting information on Airbus’s “checkered past” and “shady dealings” when it comes to securing contracts from the U.S.

    §        American Aerospace workers are the most productive and efficient workforce in the world, but if they are not allowed to compete on a level playing field, they do not stand a chance of securing new work.

    Dear GKN Sisters and Brothers,

                I wanted to give you an update following our walk through the plant on Friday, February 15, 2008, with Steve Pulliam and Bart Wiehl.  I was very proud of your professionalism when you voiced your concerns to the company.  It was a big eye opener for both men.  Apparently, your concerns had never been elevated past Shop Floor Managers before. 

                The company met with us in my office on Monday, February 25, 2008, and presented a list of 39 action items they are addressing as a result of your comments.  I will provide the Plant Chairmen and Shop Stewards with a copy of the list for you to view. 

                The company has agreed to join us on walks through the plant and listen to the concerns of 2nd and 3rd shift members.  This practice will continue periodically on all shifts indefinitely. 

                While I do appreciate the company taking a step in the right direction, we all are still waiting for a positive change.

    Union Dues 

    Dear Sisters and Brothers of Boeing & GKN, 

                There have been numerous calls to the District Officers with questions concerning the proposed dues structure changes that may be voted on at this year’s IAM Grand Lodge Convention. 

                I want to take a moment to ensure all our members understand the way Constitutional Changes work within the IAM. First, the District has no influence over the decisions made by the elected Local Lodge Delegates attending the Convention. Convention Delegates are elected at the Local Lodge level. This is in accordance with Article II, Section 3 of the Constitution stating that “At a meeting of each Local Lodge in April of convention year, a nomination of Delegates and Alternate Delegates shall be held by all Local Lodges. At a meeting of each Local Lodge in May of convention year, an election of Delegates and Alternate Delegates by secret ballot shall be held by all Local Lodges….” Some members are confusing the duties and responsibilities of the District with those of the Local Lodge Convention Delegates. I hope this clarifies some of the misconceptions going around that the District Staff is attempting to change your dues structure. The only way your dues structure can be changed is if the Local Lodge Convention Delegates from across the United States and Canada approve any proposals made at the 2008 Grand Lodge Convention held this September.

                 Setting this aside, I can report to you that the International Law Committee is currently considering making a proposal to change the dues structure. Attempts to change the dues structure have occurred at past conventions, however; I believe the last actual change was made in 1974. We have heard the International is considering the adoption of a 2% dues based on your 40-hour workweek. What we do not know is exactly what their final proposal will be. Having attended several conventions as a Local Lodge Delegate, I have seen dozens of proposals reviewed, modified, or even rejected between the beginning of the Convention and the end. 

                I would encourage each of you to attend your Local Lodge Meetings in the coming months and engage your Lodge Leadership in discussions concerning the dues structure. When Lodge Delegates are elected, I strongly encourage you to let them know how you feel as they will be your voice at the 2008 Grand Lodge Convention.

    REVISED SCRAP POLICY

     Dear GKN Sisters & Brothers, 

                It appears GKN Management understood the message I delivered to them in our meeting earlier this week about their unfair Scrap Policy. 

                They are immediately changing the policy that would not result in a suspension for a first occurrence.  It includes other changes that address your concerns.  Copies of the new policy will be given to Team leaders for you to read. 

                No one should question your continued dedication to quality but, we are all human and mistakes can happen.  This change reflects that human element. 

                I am pleased that GKN took action on their unfair and inconsistent Scrap Policy.  While this is a step in the right direction more action is needed to address your issues.  I will continue to pressure the company to make improvements.

    Dear GKN Sisters and Brothers, 

                In a meeting yesterday, with GKN Vice-Presidents Burt Weihl and Steve Pulliam I delivered our concerns.  I pointed out the continued lack of respect by management towards our members, the unfair scrap policy, their refusal to cancel shifts during inclement weather and the general way management interacts with our members. 

                These issues have been brought to their attention many times in the past and we have seen no improvements. So, I asked for this meeting to inform them that until I hear from you of improvements on these issues District #837 will no longer be involved with or endorse joint efforts of any kind. 

                GKN indicated they haven’t heard much about our concerns from the members on the shop floor.  So, I invited both men to walk through the plant with me, Steve McDerman, Mike Edwards and Major Ross this Friday and speak directly to you.  We will visit the other shifts next week.  I strongly encourage you to take this opportunity to voice your concerns directly to those who can implement the changes we need.

     SURVEYS 

    Dear Sisters and Brothers of GKN, 

                We will begin negotiations this fall for a new Collective Bargaining Agreement with GKN Aerospace Company.  

                So, this year you will be asked to complete three different surveys to collect more detailed feedback for your Bargaining Committee.   

    ·        The first survey you will see this week is like what you have been used to in prior contract years.  Please return the surveys to your Shop Steward by Friday, February 15, 2008.

    ·        We will follow the first survey a few weeks later with one solely focused on Healthcare for our members.

    ·        Finally we will ask you to complete a third survey that will prioritize all the issues important to our members.

     We are conducting these surveys earlier then we have in the past in order to

    utilize the staff at our International Strategic Resources Department in the most effective way and, so our negotiating team has this information ready when we begin drafting the contract proposals. 

                I encourage each of you to fully complete each survey and return them as soon as possible.  Your responses will be used to set goals and agenda for contract bargaining.

    Dear Brothers and Sisters, 

    With deep sorrow and a heavy heart I must report to the membership that our Brother and President Directing Business Representative, Rick Smith, passed away on the morning of January 18, 2008.

    Rick was a proud union member for 41 years and served the District 837 membership as President since 1998. He was and always will be admired for his conviction and dedication to organized labor and his devotion to our members which never wavered. He will be greatly missed by everyone. 

    The Smith family has requested that any memorial contributions be made to the Guide Dogs of America – St Louis Chapter.

     Our thoughts and prayers are with the Smith family.
